Maternity Leave Benefit / Shussan Teate-kin (Mothers only)

A benefit paid to mothers who are personally enrolled in employer social insurance (health insurance) during maternity leave (before and after birth). It replaces salary during the statutory maternity leave period. The benefit equals two-thirds of your standard daily salary for each day of leave.

Documents needed

Shussan Teate-kin application form (obtain from Kyokai-kenpo or your health insurance union website, or from your company)
Physician or midwife certification of birth (a section within the application form — ask the hospital to complete it)

Steps

1

Begin pre-natal leave (42 days before the due date; 98 days for multiple pregnancies)

After birth (during or after post-natal leave), obtain the 'Shussan Teate-kin' application form from Kyokai-kenpo or your health insurance union

3

Have the doctor or midwife at the delivery hospital complete the certification section of the form

4

Submit the completed form through your company or directly to Kyokai-kenpo / health insurance union

5

After review (approximately 2 weeks), the benefit is deposited into your designated account

Important notes

Eligibility: only for mothers who are personally enrolled in employer health insurance (shakai hoken). Not available to those covered as a dependent under a spouse's plan

Benefit period: from 42 days before the due date (98 days for multiple pregnancies) through the 56th day after birth — up to 98 days total

Benefit amount: (Standard Monthly Salary ÷ 30) × 2/3 per day. On days when salary is paid, only the difference is covered

This benefit does not overlap with the childcare leave benefit (employment insurance). The maternity benefit covers pre/post-natal leave; the childcare benefit starts after post-natal leave ends

Many mothers submit the application after their entire maternity leave period ends, but splitting the claim into two periods (pre- and post-natal) is also possible

If you resign, you may still be eligible if you had at least 1 year of coverage before leaving and were on maternity leave at the time of resignation
