Child Allowance Application (児童手当)

A monthly government allowance paid to parents raising children from birth through high school. Apply within 15 days from the day after birth (15-day special rule) — missing the deadline delays payments by one month. Applying on the same day as birth registration is strongly recommended.

Steps

After submitting the birth registration, visit the 'Child Benefits' counter at your municipal office on the same day

Fill out and submit the 'Child Allowance Recognition Request Form' (applicant info, bank account, child's details)

A certification notice will be mailed to you (typically within 1–2 months)

Payments are made every 2 months, 6 times a year (February, April, June, August, October, December), covering the preceding 2 months, deposited into your designated account

Important notes

Applying within 15 days from the day after birth (15-day special rule) means payments start from the following month. Missing the 15-day window delays payments by one full month

The allowance is paid to whichever parent has the higher income. In dual-income households, the higher earner should apply

Monthly amounts (from October 2024): ¥15,000 for ages 0–2; ¥10,000 for ages 3 through end of high school (¥30,000 for the 3rd child and beyond)

Income limits: abolished from October 2024 — all parents are eligible regardless of income

Civil servants apply through their employer, not the municipal office. Check with your workplace for the exact procedure

Those without resident registration (e.g., Short-Term Stay) are generally ineligible. Mid-to-long-term residents such as Technical Intern Training and Specified Skilled Worker visa holders are typically eligible as they are registered in the resident registry. Confirm at the counter.
