Steps

1

Go to your current city / ward office before you move - the Basic Resident Registration Act (art. 24) requires the move-out notification to be filed in advance

Pick up a move-out notification form at the counter and fill it in

Submit the form with your ID document

4

Receive your Move-Out Certificate (counter / postal applications only) — keep it safe, you will need it for move-in registration

Important notes

•

If you applied at the counter or by post, a Move-Out Certificate will be issued. Do not lose it — you will need it for move-in registration

•

If you used the My Number Card online move-out service, no Move-Out Certificate is issued (the information is sent electronically to your new city office)

•

Foreign residents must complete the address notification by submitting their residence card with the move-in (or change-of-address) notification within 14 days of moving (Immigration Act art. 19-9(1)). If you do not report a new address within 90 days of leaving the one on record, your status of residence can be revoked (art. 22-4(1)(ix))

•

The online move-out notification in Mynaportal is for people moving within Japan who hold a My Number card with valid electronic certificates (or the smartphone equivalent). You can book your move-in visit at the new municipality in the same flow, and normally no longer need to visit your old municipality at all
