Driver's License Address Update

If you hold a driving licence you must notify the public safety commission for your new address after moving (Road Traffic Act, art. 94(1)). You can do this at a nearby police station or driving licence centre, and there is no fee for this notification. Those who hold only a My Number licence and have completed the enrolment step need only file the address change with their municipality.

Steps

Complete your move-in notification first so your new address is reflected on your Residence Card or residence certificate

Go to a nearby police station or driving licence centre (opening times and which procedures each station handles vary, so check your prefectural police website first)

Fill in the address change form and submit your license and proof of new address

On a conventional licence the new address is written on the back. On a My Number licence the licence data in the IC chip is rewritten - nothing about the licence is printed on the card face

Important notes

Complete the move-in notification and residence card address update before coming here

The law says to file it 'promptly' (Road Traffic Act art. 94(1)). Failing to file carries a fine or petty fine of up to 20,000 yen (art. 121(1)(x))

There is no fee for the address notification itself - the fee schedule in art. 112 covers things like reissuing a licence, not the art. 94(1) notification

Integration of the My Number card and the driving licence began on March 24, 2025. If you hold only a My Number licence and complete the enrolment step at a licence centre - giving consent and submitting your signature certificate - then filing your address change with the municipality updates the licence data automatically, with no separate filing at a licence centre (the one-stop address change service). Consent lasts 10 years

The one-stop service is only for people holding a My Number licence alone. If you keep both it and a conventional licence, you still file with the police as before. Also, after changing your address at the municipality, apply for a new signature certificate
